Held in May 2023, a second Wilton Park conference was conducted in association with Fourth Freedom Forum’s project on Advancing Humanitarianism through Sanctions Refinement (AHSR) and Open Society Foundations (OSF), with support from the Government of Mexico and Government of the Netherlands, and it aimed to afford an opportunity for a diverse group of stakeholders to provide input on ideas generated at the first Wilton Park conference in May 2022. Working drafts of a code of conduct and checklist were drawn up in advance of the 2023 conference and built upon recommendations from the prior year’s Wilton Park conference, and a series of sector-specific consultations in 2022-23.
